with a clean bitnami install in twentytwelve:

 

1. Firstly, create an arbitrary region/locale, say, regionN

2. Now create two users.. userA and userB and set them both to regional managers.

3. Assign both users to the regionN

4. With userA, create venueA using regionN

5. With userB, create venueB using the same regionN

6. With userA, create eventA using venueA.

7. With userB, create eventB using venueB.

8. UserA can now see both eventA and eventB in the event overview

9. UserB can now see both eventA and eventB in the event overview

10.Using userA, open eventB (note that the venue is empty) and hit publish.

… it will report  that there are no permissions to do this.

11.Using userB, open eventA (note that the venue is empty) and hit publish

… it will report  that there are no permissions to do this.

12.return both users A & B to the event overview and you will notice that it is empty in both cases.

13. Use an admin account to view the events an you will see that in both events, the venue is empty and setting this back to venueA & venueB respectively will return you back to step 8.

I have noticed that EMs have full access to all venues when creating an event while RMs do not. I understand that RMs arent ‘supposed’ to be creating events but the system looks like it allows this and that is where this bug comes into play.
