Upgrading to developers license

Hi,
We want to upgrade to developer’s license (multi site license) from business licence however when I try to do so, it is asking to for the full amount and not the difference. Although the upgrade is for 4 additional sites only (so it takes into account the 1 site license we already have).

Can you please clarify if we can upgrade by paying the difference between developers and business license?
