Hi. I am updating to version 3.1.28.5. Will I need to re-enter all my settings and events from 3.1.15.P?

Event Espresso is database-drive, and you will not have to re-enter all your event information. We do recommend backing up your site just as a precaution (since the version you have is rather old, relatively).
