System Questions

Are we able to set a default value for system questions? Such as USA for country since all our registrants are from there?

Is there a way to add notes next to the form field, such as to indicate use two letter abbreviation for State?

If all your registrants are from USA, you don’t need to have that question in your question group. That would be the easiest solution. Anything else would require having to rewrite a country list and organize it however makes sense to you and your users.

Re: adding notes next to the form field — well, a dirty dirty hack would be to use the :after CSS pseudo-class and then add content: "your notes here"; for each form input or label or wherever you want to put it. Again, it’s a dirty dirty hack but the custom questions don’t currently support having a description or additional information outside the question itself (without hacking core, that is).
