When I tried to send the reminder email to attendees who paid and I wanted to remind them to come to workshop, the software sends the email to all persons even the one who didn’t pay nor completed the registration. What should I do to send the workshop reminder email to only paid attendee?

The reminder newsletter feature sends out to all registrants whether they have paid or not. At this time, there isn’t a feature that filters these into two groups.
You could send out the reminders individually, (there’s a little envelope icon in the attendee overview). That would take a fair amount of time if there were a lot of attendees.
Another option would be to use the mailchimp add-on and set up a mailing list for each event. The mailchimp add-on sends an opt-in when someone registers, so the list would need to be checked against the attendee list to make sure everyone who opted-in had also paid. The upside to using Mailchimp is it has a really nice interface for managing mailing lists.
