Is there a way in this plug-in to allow a user or usergroup to view BUT NOT EDIT OR DELETE the Events and Attendants? My goal is to allow my clients to see the names of atendees and number of tickets bought but no rights to edit their event. I am not concerned if a client can see someone else’s events (within a Catagory) so long as they can READ ONLY.

That is not an option at this time. But we may be able to add it as an option in the future.
