Is there a way to have a promo code apply an amount to an entire cart instead of each ticket?

There isn’t really a way to do that without rewriting major sections of code. In fact, it may be easier to modify the volume discounts add-on to do what you want, rather than trying to modify the core components. You could set the discount for the coupon to 0, then set the discount in the volume discount to what you want the discount to actually be, then modify the volume discount add-on to only apply the volume discount if the coupon code in the session is valid.
