PayPal not returning as completed after paying for an event

I have a business account with PayPal and have set up all of the correct settings (I think) in EE’s settings. When I go to pay for an event and it returns the the site the status shows and not paid. When I login and look at the attendee who paid it shows as not being paid. When I go to PayPal it does show that they paid.

Any suggestions?

There is a section there that addresses incomplete payment issues.

I think I may have set up the IPN in Paypal incorrectly.

Please report what you might have done incorrectly so others can check their settings too if they experience issues. This is rather common (thus the trouble-shooting guide).
