Partial Refund In PayPal Causes Incomplete

When a partial refund is done in paypal it seems that it marks the attendees as incomplete. Anyway around this

No, because technically, that’s accurate (at least according to PayPal). The IPN gets resent from PayPal if a refund is processed and the attendee record is updated accordingly. You can, however, manually update the attendee payment status in the backend.
