Moving site from Dev to Live environment

I want to buy one Business License to install EE first on a Dev environment (in a sub-domain of the final site), and then move it to Live when all is ready.

However, I am concerned about possible loss of functionality when I move it, after reading this thread: http://staging.eventespresso.com/topic/move-website-to-other-domain-gives-payment-troubles/

Don’t most developers work first in Dev before moving to Live?
Does anyone have a solution for this problem?

It looks like that issue was marked as resolved. It was a PHP version issue on the new server. Then another customer had something wrong with their payment settings.
