Hello. I would like to manage surcharge only by myself, not by anyone else, who have rights to create events. I found code in event-functios.php but it seems like this code removes option with surcharge only in edit mode, when i try to create new event, there is still that option. Can you help me with my question?

It looks like that is from the section of code that displays existing prices. There is another section below that displays new prices.
However, it is not recommended that you make changes to the core Event Espresso code, and we cannot offer forum support to assist you should you make changes that break the plugin.
