Is there a way to get Promotional Codes to apply like they used to?

We would prefer the Promotional Codes gets applied to the total order, if multiple attendees selected, rather than each ticket, like it used to prior to 3.1.29.1. Is there a way to do that in the latest version? Our ‘promo code’ is actually an ‘add-on’ (using -$ amount) but we don’t want the add-on added to each ticket, just the total.
