I have tried every template file and scoured the documentation and found nothing.

Am I dense? Or is it obscure?

It’s in cart.php line 645. It is a form html element.

By the way we really don’t recommend modifying the core files. Updates will over write any changes you do to those files.

I’ll add/remove the markup via jQuery and keep everything update-proof.
