I want to create an “event” for our yearly club dues. This will not have a event start or end time however we may want a registration end date.

Create an event with your registration dates. Leave the event date blank (a default will probably be set for you, this is okay). Set the event up normally. Then set it to be an ONGOING event. This will make the event essentially a perpetual event that has no specific date.
