I have not seen this feature or option anywhere yet? Could you please direct me to this setting

There is a global setting under EE->general settings->optional event settings->Enable attendee pre-approval feature? You’ll need to turn that on, then go to the individual event and on the right side when you scroll down you should find the option to turn on pre-approval for that event. To test, you’ll need to use an incognito window or a different browser to test-register for the event.
