This would be in the Staff Feature. It would require a DIY form for people to fill out, and when they submit, they show u as ‘inactive’ staff, and admin gets to activate them.

Process also automatically assigns them to the event.

I encountered that as a specification from a client. I am recommending a contact form, offline vetting and manual entry as Staff.
