Event Espresso allows admins to add events with featured images. At this time, we have a pre-release (beta) add on that will allow non admins (but logged in users) to register events from the front end, but without featured images.
Depending on the level of access you want to give them you could use our Roles and Permissions PRO add on, which will give users additional dashboard privileges to post events, but this should be used with caution as you are allowing users deeper access into your site.
Manage guest list. This is a little bit vague in terms of how you want it to work, but the attendees that are registered to the event can be edited, and deleted and you can manually add them from the dashboard as well.
