I was wondering if there was a way to display a list of events similar to how the list of events is displayed here at the bottom of the page: https://www.goruck.com/light#.UxXf_fRdWG8
So the list would be something simple just Date, Location, and then link to event page?
With EE3 we have a template that is similar to that output. It is not a part of Event Espresso core but within and Add-on called the Custom Template Add-on which is included with all Event Espresso 3 licenses. The default – ‘Events Table Template’, included within that Add-on has a similar output to the page you linked to.
EE4 however does not by default have any display options similar to this and does not support Event Espresso 3 Add-on’s so would need some custom development to display in the way you would like.
Personally I would recommend using EE3 to meet your current needs.

Thank you for the help. If I purchase EE3 now will EE4 become default within the year and if it does, does my EE3 just get converted to EE4 or will their be an extra fee?
One other question I am currently working on a dev site with different URL and hosting than the production site. If I purchase and install on the dev. site with the license still work on the production site as well?
Currently if you purchase any EE3 License then EE4 is included within that license.
So once EE4 includes the feature set you require you can migrate over and continue using your current license with no additional fee for EE4 for the duration of that license.
