After you go to the Event Espresso>General Settings page and configure/save the options, it should go away. If it doesn’t, you’ll need to manually create the pages that are listed under Page settings on the General Settings page. Each one will need to have the specified shortcode placed on it. Not necessarily, what you could try is change each of the page settings to another page, save the settings, and then change them back to make sure these options are saved correctly in the database.
I started recreating and saving the savings to the new pages one by one. After creating and saving settings for the Cancel URL page and the Notify URL, the Red Bar disappeared, and my PayPal sandbox testing worked as it should.
