How can we set up Event Espresso so that it automatically confirms attendees to the event once they have registered and confirmed their registration on the confirmation page, before they have paid?
We will use Event Espresso for classes and workshops that have limited number of spaces. And unless people are ticked of as confirmed, an unlimited amount of new people can still sign up to the event, rather than being referred to the waiting list.

I understand your explanation but this is typically reverse of what event admins want so I want to double-check.
Based on what you have described, if those settings are enabled, then I could go to your registration page and begin registration and then not complete payment.
This would then reserve a spot for me. If I repeated the process again, it would reserve another spot.
If this is what you would like to do, go to WP-admin –> Event Espresso –> General Settings –> Optional Event Settings. Then toggle the highlighted option in the screenshot below to Pending and save changes:
