Yes this is possible for both questions and question groups. Are you not seeing the 4 pointed arrow when hovering your mouse over the questions in the Questions menu?
If the drap and drop is not working, it would be good to check for a JavaScript error on the questions admin screen. Sometimes another plugin or a theme will inject its own JavaScript on other admin pages other that its own admin pages, which can create conflicts and potentially break the drag and drop functionality.
There is an alternate way to order the questions and question groups that you can use as well. When you edit a question or a group, there is a Group Order field. You can input numbers in that field to order the groups and questions. Lower numbered questions and groups will display before higher numbered groups and questions.
No I am not seeing the 4 arrows. I sure wish we could post screen shots here. When I see my questions all I have is a lock or a check box and this doesn’t change when I hover over them could this be because I am using IE9?
