I would like to create a site in which users who are instructors can create their own events and charge whichever they like for them but I would like to be able to get a % for each and every class/event?
Is this possible?

If the registered user has specific access, such as via the Roles and Permissions plugins then yes they can create their own events. We even have a shortcode function to allow any (subscriber level up) logged in user to create a basic event from the front end.
Currently there is no system in place to deduct a percentage of the fees earned from events. The recommended way to deal with that is to charge the users with access a monthly/yearly etc fee via a membership style plugin.
