My concept is simple, will integrate EE with BP, then anybody can create groups and host events, everything will be approved by admin (my organization), then will host that events physically. all arrangements to host that event will be arranged by my organization.
EE will function with BuddyPress installed, but not in the manner that you are expecting. You would need to use EE and the Roles & Permissions add on to allow users to sign in and create events. You would have to assign the role to the users. One thing to note is that once they create an event, there isn’t a way to stop them from being posted before being approved. If the user chooses to publish the event, it will be live automatically without requiring approval.
The Pro Version allows you to add geography as a controlling factor. It will not extend to achieve the functionality that you are looking for in integrating BuddyPress.
